Reggie Carrillo |Founder & CEO | Board Chair
Regional “Reggie” Carrillo (he/him/el) is a born and raised native Queer Chicano of Arizona. Carrillo grew up in El Mirage and Surprise Arizona. Carrillo holds a Master’s in Education (M.Ed) from Grand Canyon University and a Bachelor of Arts in Global Health (B.A) from Arizona State University. He hopes to pursue his Ph.D in the near future. Mr. Carrillo is an alumni of the Valley Leadership Institute as well as the Hispanic Leadership Institute. Carrillo was recently awarded as a 2024 Phoenix Business Journal 40 Under 40 as the CEO and founder of AZ(LAND).
His passions and commitment to supporting his communities lay at the intersection of education, technology and environmental sustainability. Elected in 2020, Reggie Carrillo served the Phoenix Elementary district as a Governing School Board Member. In this role, some of Carrillo’s accomplishments include expanding the districts tree canopy coverage, transitioning the district gas bus fleet to electric, and advocating for future ready skills such as computer science to be included in the schools educational services. He is a certified K-8th grade Arizona educator. Carrillo has recently worked to expand access to equitable computer science opportunities and skill building in his role as the Microsoft Philanthropies TEALS Regional Program Manager. He is the Founder and CEO of AZ(LAND) where he works to develop environmental justice and climate education initiatives and pathways to more sustainable green community infrastructure that centers the continued resilience of historically Black and Brown communities through the ‘Barrio Innovation Approach.’

Grace Logan | Program Associate
Grace Logan (they/them) received their Masters in Sustainability Solutions (MSUS) from Arizona State University. They have supported AZ(LAND) since the organization formally became a non-profit in August 2023. This support includes strategic planning, grant writing, and building AZ(LAND)’s relational network. Beginning in August 2024, they have co-led and ideated AZ(LAND)’s TierrArte initiative, designing community workshops with local artists and environmental justice advocacy groups to express and describe environmental (in)justice.
As a scholar, they use arts-based, qualitative methods as a multifaceted intervention point to understand how people perceive, communicate, and collaborate for climate (in)justice. Their background in sustainability governance has shown the importance of narrative within political decision-making, and how narratives can either construct, or disintegrate, coalition networks of parallel work. With academic training in sustainability theory, they specifically focus on hyperlocal approaches and participatory community development as a targeted strategy of change. They are also a Project Coordinator for Ambiente Public Arts, an initiative of The Sagrado Galleria to construct public art pieces with environmental quality sensors. Grace is also a hobbyist film photographer, metalsmith, and writer. Their creative practices influence their approach to sustainability science, alongside the insights gained from over a decade within grassroots community networks; spanning community gardens, mutual aid, and nonprofits. They are grateful to support the educational and community-building lens of AZ(LAND)’s work.

Kate Tutaya Figgins | Systems Designer
Kate Tutaya Figgins loves Phoenix and is dedicated to the people’s revolutions happening here.
She’s a storyteller, educator, and organizer who’s been helping grassroots organizations build, promote, and sustain projects that help directly impacted people for over 10 years. As a member of AZ(LAND), they are building a working digital home for the organization on Notion, streamlining workflows and making information accessible to all team members in order to promote decentralization, transparency, accountability, and collaboration.
Prior to working with AZ(LAND), Kate taught middle school, organized for abolitionist and trans and queer migrant movements, and worked as a copywriter for national advertising campaigns. She has a number of side hustles including private English tutoring 🍏, building and selling curricula 📓, and making piñatas 🪅. In her free time, she’s working on her health, writing, and adopting practical skills for sustainability. -

Olga Leslie Teran
We’re proud to welcome Olga Leslie Teran to the AZ(LAND) Board of Directors! A bilingual leader and advocate for educational equity. Leslie has dedicated her career fighting for access and resources that empower diverse communities to achieve post-secondary success and workforce development.
With over eight years of experience in higher education and community engagement, Leslie has served as Senior Undergraduate Programs and Admissions Coordinator at ASU’s Thunderbird School of Global Management, where she led recruitment strategies, built partnerships across Arizona and internationally while she supported student success from enrollment to graduation. She currently works as a Workforce Program Manager at the Arizona Commerce Authority with a focus in Semiconductors and Aerospace and Defense.
Her previous work with Access ASU connected K–12 schools, tribes, and community organizations to college readiness resources, impacting hundreds of Arizona students annually. Leslie is also a graduate of the Valle del Sol Hispanic Leadership Institute and LISTO inaugural cohort. Leslie brings vision, relationship-building skills, and a passion for the outdoors to AZ(LAND)’s mission and vision.

Frank Luna
We’re honored to welcome Frank Luna to the AZ(LAND) Board of Directors! With over 30 years of leadership in nonprofit and higher education, Frank brings a wealth of expertise in communications, community relations, and resource development—paired with a deep commitment to uplifting Arizona’s diverse communities.
Frank currently serves as Director of Advocacy for Arizona Barrio Stories, collaborating with Latino USA TV and Media to highlight the rich history and contributions of Latino/Chicano communities in Arizona. A nationally recognized fundraiser and alumni engagement leader, Frank has raised millions in support of education, arts, and cultural programs, earning accolades including the Phoenix College Alumni Hall of Fame and multiple CASE Gold Medal Awards.
Passionate about mentorship, storytelling, and equity, Frank is dedicated to amplifying community voices and building lasting change. We’re excited for his vision, experience and expertise to strengthen AZ(LAND)’s mission.

Baltazar Hernandez
We’re thrilled to welcome Baltazar Hernández to the AZ(LAND) Board of Directors! A bilingual sustainability and community relations leader, Baltazar brings over eight years of experience in federal policy analysis, nonprofit program management, and environmental advocacy—rooted deeply in Arizona communities.
Most recently, Baltazar served as Capacity-Building Program Manager with The Nature Conservancy in Arizona, leading bilingual extreme heat training for Maricopa County residents and forging partnerships with organizations like the Phoenix Office of Heat Response and Mitigation and ASU. His career spans impactful roles at the U.S. Government Accountability Office, Arizona State University, and local youth development initiatives.
Baltazar’s commitment to environmental quality extends beyond work—he’s a former Commissioner on the City of Phoenix Environmental Quality and Sustainability Commission and an active leader in national and local Latino policy networks.
We’re excited for his expertise, vision, and passion to guide AZ(LAND)’s community centered mission and vision forward.
